After being highlighted for caste-based survey CM Nitish Kumar is back with other survey. The survey is to see the changes in Bihar house after the ban on alcohol. The aim of government by the survey is to see the number of people quite the alcohol and if the life quality increased. But as of the current scenario, it seems like jdu and CM Nitish Kumar wants to see the positive change so that they can mention in their report card all the good and progress work they did for the state before Lok Sabha 2024 election and Bihar election.
The government continue to make efforts to ensure the seat of CM and be the ruling party. The government making efforts which can be heard but hardly seen by the people of Bihar. The alcohol supply was continued even after the ban. The change was before it was on the table and now under the table. The schemes of government are continuously failing they had issued the posted jobs in government sectors, but the poor management and other factors made it worst. It seems like the promises were just words.
Ban on Alcohol in Bihar.
when it was banned.
In April 2016, the Bihar government in India took a bold step to ban all forms of alcohol, including its production, sale, storage, and consumption. The move was primarily aimed at addressing social issues like domestic violence and the misuse of income on alcohol by men, which often led to financial instability in households and negatively impacted the wellbeing of women. This prohibition policy has been a key highlight of the governance of Bihar’s Chief Minister, Nitish Kumar. However, the law has recently been a subject of debate, reflecting the complexities and challenges associated with such a sweeping measure.
The study after ban
The alcohol ban in Bihar has had a profound effect on the health of its residents. A 2022 study found that a significant 80% of Bihar’s population supports the ban and wishes for it to continue. The same study also reported that the health of 65% of regular drinkers has seen improvements. The ban has also led to a decrease in incidents of drunk driving.
However, the ban has also led to some unintended consequences. The state has seen an increase in the illegal trade of alcohol, and many individuals have resumed drinking. There has also been an increase in other forms of substance abuse. This has resulted in a 355.12% and 169.30% increase in violations of the Liquor & Narcotics Drugs Prohibition Act and the Liquor & Narcotics Drugs NDPS Act respectively during the period of the alcohol ban in Bihar, compared to the same period before the ban.
Penalties
the government has own ways to make the policy work, most common ways are penalties. Penalties for violating the alcohol prohibition have been updated. First-time offenders caught drinking are fined between Rs 2,000 and Rs 5,000. If they fail to pay, they face a month’s imprisonment. Habitual offenders and those involved in illegal alcohol trade face harsher punishments. Serious offences can lead to life imprisonment and confiscation of properties where liquor is seized.
Prohibition survey
CM Nitish call for the fresh survey on the “Nasha Mukti dewa” on Sunday. there in the speech, CM Nitish recalled the time when he was pursuing the engineering in Patna. he was staying in the rented accommodation where people use to get drunk and create nuisance. he mentioned about his mentor Karpoori thakur of Janata party who banned the alcohol, but the party couldn’t stay for long and changed within two years. he claims that survey is to check the positive changes after the ban and from 2018, it must have improved the condition. He said the ban will be there till he is CM.
Conclusion
In conclusion, while the prohibition has had some positive impacts on public health, it has also led to some unintended consequences. It’s a complex issue with multiple competing interests at play. the impact of The Bihar Prohibition and Excise Act is now going to be measured again very soon as the government is interested in pulling out the facts about their own state where they claim to be a ruling party for almost 18 years. after this many years the party still wants to be in Bihar, where the condition of the state is getting worst no opportunities like the industrial establishment or skill developments are working on, but the party claim to have positive change.
